Traffic Impact Assessment (TIA) Case Study

North Star Innovative Ltd – Knit & Woven Garments Industry, Gazipur, Bangladesh

🏭 Project Overview

A comprehensive Traffic Impact Assessment (TIA) study was conducted for North Star Innovative Ltd, a 100% export-oriented knit and woven garments manufacturing industry located in Tongi, Gazipur, Bangladesh.

The factory is a newly established industrial facility (2024) with a total built-up area of approximately 104,000 sq. ft. The development is expected to significantly increase traffic generation in the surrounding road network, particularly along the Dhaka–Mymensingh Highway corridor.

The purpose of this study was to assess the traffic impact of the proposed industrial operations and recommend mitigation measures to ensure safe and efficient transportation flow.

📍 Project Location

17/3, Sataish Sharak, Gazipura,

Ward 50, Tongi, Gazipur, Bangladesh

Adjacent to Dhaka–Mymensingh Highway corridor

🏢 Project Type

Knit & Woven Garments Industry

Export-Oriented Manufacturing Facility

Industrial Development Project

⚠️ Project Background & Problem Statement

The operation of the factory, along with future production expansion, is expected to generate additional traffic demand due to:

Movement of workers and staff

Freight and logistics transportation

Delivery of raw materials and finished goods

Daily peak-hour commuting activities

The surrounding road network already experiences high traffic congestion and limited capacity, particularly on the Dhaka–Mymensingh Highway.

Therefore, a detailed Traffic Impact Assessment was required to evaluate:

Existing traffic conditions

Future traffic generation (up to 2050 projection)

Road network capacity

Pedestrian movement and safety

Parking demand and transit limitations

🔍 Study Methodology

The following technical approaches were used in this TIA study:

Classified traffic volume count survey

Road inventory and condition assessment

Peak hour traffic flow analysis

Intersection and corridor capacity evaluation

Pedestrian movement and Level of Service (LOS) analysis

Origin–Destination and trip distribution analysis

Parking demand assessment

Public perception survey (willingness and transport behavior analysis)

📊 Key Findings

🚗 Traffic Composition

Three-wheelers (CNG & auto-rickshaw) dominate traffic flow

Approximately 55% of total vehicles are para-transit modes

🚧 Road Conditions

Existing road infrastructure is in poor condition (53.71%)

Footpath condition is also poor (71.14%)

Public transport facilities are inadequate (56.86% dissatisfaction)

🚦 Traffic Performance

Dhaka–Mymensingh Highway carries high AADT volume

Average free-flow speed: ~25 km/hr

Average delay observed: ~2 hours (peak congestion conditions)

Pedestrian flow is very high during morning and evening peak hours

🚶 Pedestrian & Transit Issues

High pedestrian congestion during office hours

Lack of proper bus terminal infrastructure

Transit facilities are insufficient for current demand

📈 Future Traffic Impact

Traffic demand expected to increase significantly by 2050

Existing road network has insufficient capacity for future growth

Additional traffic will further increase congestion in the corridor

🛠️ Recommendations & Mitigation Measures

Based on the analysis, the following measures were recommended:

🛣️ Road Infrastructure Improvements

Development of extended road network capacity

Road widening and junction improvement

🚶 Pedestrian Improvements

Construction and improvement of footpaths

Safe pedestrian crossing facilities

🚌 Public Transport Enhancement

Improvement of bus terminal facilities

Better integration of transit services

🅿️ Parking Management

Structured on-site parking facilities

Proper loading/unloading zone design

🚦 Traffic Management

Traffic flow regulation during peak hours

Improved access/exit design for industrial traffic

📈 Project Outcome

The study concluded that:

Existing infrastructure alone is not sufficient to accommodate future traffic demand

Without mitigation measures, congestion will increase significantly

However, with proper planning and improvements, the project can operate efficiently

The development will contribute positively to economic growth and industrial expansion in Gazipur

🧠 Conclusion

This Traffic Impact Assessment confirms that the proposed industrial development by North Star Innovative Ltd will generate additional traffic load on the surrounding network. However, with the recommended mitigation strategies, the project can operate in a safe, efficient, and sustainable transportation environment.
